Well, I haven't seen a review that addresses that question directly (maybe I missed it), but I did find quite a few that mentioned how "floppy" it was. That makes me think it's probably a rather soft toy.

A bit of both maybe. Quoted that from the review linked above. Unless it's just super hard rubber I'm pretty sure most toys will have some give or they'd be painful.

It's both..Its rather firm and hard but the size and weight gives it a flop if you were to hold it on an O ring.
