What Are Push Assignments?

I am relatively new to the site and have read postings mentioning push assignments? What exactly are these? How/when does a reviewer become eligible for these? Does it count as the reviewer's monthly assignment?

When you're an advanced reviewer, you're eligible.

Push assignments are things that need reviews that admin "pushes" to people for review. They're assigned based on who doesn't have outstanding assignments. It does not count as your free monthly assignment.
