If I request an item for a buyout review, can I pay the remaining balance with an EF gift certificate? Haven't seen any rules against this but I'm not sure.

Yes, you can use any existing payment methods including affiliate commissions and gift cards. However you cannot apply any coupon codes for a buyout assignment, because it already has a discount.

Sure, you can pay for the item with a gift card ^_^

I don;t think you can use paypal for the remained if there is anything else. this is a problem for me...butt may not be for you.

That seems odd....not an issue for me personally, but still seems like a strange issue.
