That's the rub...the package does not specify and I didn't want to tear it open - but from what I can see and feel through the plastic, it is length and the circumference is 'stretchy'. It's structured like 6 connected stretchy bracelets to fit on a shaft, and possibly looped under the balls - totally up to the wearer.
