I need some free photo editing software!

I'd like to improve my photos a bit by adding text or borders or making collages. Can I get some recommendations for photo editing software that is free? Easy to use and not too much feature bloat is also a plus.

I use Windows 7.

PhotoScape is pretty nice and you can down load it for free.

I use Picasa 3 it is a free program. you can do the collages add text and edit the photos.

I actually just use Paint. It is already in your computer. It works well. I am going to check out some of the suggested ones though.

It's easy to use and has a lot of functions like joining pictures together and gif creation.

Picmonkey seems like the new Picnik but I have not tried it personally yet: link

I have Irfanview, but I didn't know it had any special features. All I do with it is crop and resize, and sometimes an auto-colour correction.

I've downloaded Photoscape to try, and will report back.

Under Windows XP I used Photofiltre, but that was a long time ago.
I now use GIMP, Picasa and UFRaw. GIMP and Picasa are both available on Windows 7.
Do you want to edit raw or other formats?
(Though, now that I use Windows 7 again, I might try PhotoScape!)

I use PhotoFiltre, and love it. Been using it for years. It can do almost everything PhotoShop does, and a little bit more - but it's free and PhotoShop is super expensive.

Just jpg files. I don't think my cheap-ass camera does RAW, nor would I know what to do with it if it did.

I used paint.net on my XP laptop, but haven't done enough searching to find it again to put on my 7 desktop. On my desktop I just used paint though.
