Would it be helpful to have a separate section in the forums under 'Review Program' for a 'Video Reviews' subforum?

If a person wants to discuss how to make video reviews, how to improve them, discussions of software and tools, giving helpful critiques to those who ask for them, there doesn't seem to be a set place for this. I think a subforum for 'Video Reviews' under the 'Reviews' heading would be the best place for this.

(If there is a place, and I just missed it, please tell me!

I agree, it would be helpful to have a place for folks that do videos to talk about the different aspects.

I'm not sure if I ever would make video reviews, but if I did, I'd want to be able to talk to people about it and ask for general techy type advice.

I don't think it's a bad idea, just not sure it's necessary. As it is, not many people even search the forums before posting a question, even ones that have been repeated multiple times. Also, for those that do try to find a particular topic, I'm not sure many would look within a folder. Personally, I just use the search feature.
