I have made 3 reviews and it still wont allow me to make an upgrade request. It says my reviews were submitted which I assume they need to be published for it to count. So my real question is how long does it take for them to be published?

I just saw this post. (Thanks for helping answer, Rossie!) In case you're still concerned, I thought I'd add some things.
We have 2-3 weeks to publish your reviews, though it usually does not take that long. If, after 2 weeks from the day you submitted, you have not seen it published, please send a PM, or email to Stormy (she's our contact for all things). Once they are published, you will receive your points as well as be able to apply for an upgrade (if all other requirements are met). If you are not voted in by a minimum of 5 votes within the two week period, you will have to complete 3 more reviews before being able to re-apply for advanced status. (I'll post the rules below my comment for anyone who wanted to know the details for upgrading.)
I checked the task market to see where your three reviews are, sexcandy12. and yours are 7th, 9th and 14th out of the list. Unfortunately, I am only able to edit 3 reviews per day (plus 3 follow-ups). So, if Stormy doesn't edit any before I get to them, your first two will be done on Wed. and the third on Fri. We take them in the order they were received. If you have any more questions about review editing, you can always send me a PM!
Below is the upgrade info. Please note: You may notice it says "Once you have submitted...", however, because of problems in the past with some people attempting to scam points, the rules have been changed so points are awarded after the review is approved and published!

Community Vote -
Once you have submitted at least three (3) reviews of products you've already tried, you may request to be upgraded to an Advanced level reviewer. Your request goes live on the Community Homepage once it is submitted. Upgrade requests are the decided by the community over a 2 week period. You need to receive at least 5 votes to be approved for Advanced Level. Votes are based on writing quality and overall activity. During this time (and after!), you should continue to submit reviews of items you've already tried and be active in the forums.
If you do not receive sufficient votes in the 2 week period, your request is removed and you will be able to resubmit a new request after you have submitted at least 3 more reviews. This gives those who do not get enough votes the opportunity to improve their reviews and become more active in the community."
