In a nutshell? Silicone and glass tend to be the best materials that many of the users on this site swear by. Eden has a good rating system that will rate the materials used in toys on a safety scale from 1-10. Silicone and glass are both 10's because they are non-porous, meaning bacteria can't get absorbed into the material and stay there despite soap and water washings. Silicone can also be sterilized by boiling it in a pot of water on the stove.
"Jelly" toys (the ones that are called either jelly, "Sil-a-Gel" or something similar) are extremely common and they're a dime a dozen in sex shops across the U.S. and likely countries as well, but these are generally frowned upon by those who have more knowledge about the safety of different materials.
They are made of "mystery materials" that can cause allergic reactions in some people, and also are porous and harbor bacteria. Shops carry them because they are cheap and popular, although the tide of public opinion seems to be turning and some places either discourage or limit how many they carry.
