I like the Thwack by Tantus, or a handmade flogger set I have. Compared to the handmade, the store bought stuff is not even in the same league. PM me if you want more info about the homemade one.

Whip definitely. It looks nicer, never tried nor really wanted to try a paddle, and a whip you can use as a prop for dressing up even if your not going to but your heart into using it.
