Of the choices, Picard over Kirk. But my all-time favourite was Kathryn Janeway from Star Trek: Voyager. Dunno why, she was just awesome in my opinion.

I have to agree with several others that it should have been Janeway. Pickard was better than Kirk, and yes; Shatner still can't act, even as a lawyer.
7 of 9 was absolutely the ultimate Star Tek character. Jeri Ryan was great, even on Shark.
