I'm glad that someone else knows what I mean, because I think most people are talking about ideas that are rushed into or not serious, whereas my worry isn't about that at all.

I think, so far as this goes... probably a lot more people who have tattoos feel this way than will admit it. Most people take the "well, I spent all this money, and there's no point in regretting it, so I'm just gonna be PROUD" stance.
And, most of the time, I don't admit I regret it. But when someone's debating their first tattoo, it's easier for me to be honest. Don't do it. It's not a bitter regret, but I would be happier without it.
