I think that people do sort of "test the waters" a bit, mostly because Halloween makes it more socially acceptable (temporarily) to wear kinky things.
You know what they say, "when the cat's away, the mice will play".
Knowing that you won't be judged at all or as much for potentially out of the ordinary choices is rather liberating after all. =)
