I've noticed that it depends on the quality of the toilet paper and whether or not the roll is in a roll holder. Super-plush TP is a lot easier to fold, but the cheap stuff is easiest to work with if you wind it around your hand a couple of times.

More often than not I scrunch. Every time I have tried to fold neatly, I have... uh... tears in the paper. So I just gave up trying to be neat about it.

I've noticed children often scrunch or wad half the roll! I used to do did that as well. But, I switched to folding fairly soon after that; just something I did naturally. I think it's because I want as wide a barrier between my hand and any, *ahem*, contaminates?
