Some people don't use ANY fanciness on their pc to keep it as fast as possible... It means that they don't change ANYTHING in the appearance of the desktop and other customization, or use only skins and backgrounds which are already in the system... Some use fancy downloaded stuff, but never use any skins, so their pc will stay quite fast...
