if u go to account setting under your profile then to Services, then 5th line down is Wish List and Gift Registry.

A member would need to fill that out and I'm guessing another member can see it and gift something to someone.

Actually, I just went to mine and tried it. One can make a list and send to a friend by email. I just made ours active. However I don't see it on my page. Maybe I need to log out or something.
