I doubt it. People are so varied in their sexual proclivities, no one person could live up to everyone's expectations. I guess if you are counting "everyone" as a certain group of people, then maybe.

What makes a great lover is someone who listens to what works for each individual the're with. As Elnoa said, since each individual is different, no one can magically be this fantastic lover who pleases every single person beyond their wildest dreams the first time they're together.
When in a relationship, while you can really have good sexual chemistry in the beginning, I think that it takes a little while of getting to know each other to really become a GREAT lover with that person. You have to get comfortable together and communicate before you can be a GREAT lover to the person you love.
As long as someone is generous and willing to listen, they can become a great lover to each person they're with. But to just say you can please any person that walks in off the street is impossible, because without knowing them, you can't know what will please them.

I also believe it's possible to be an incredible lover and not be able to satisfy everyone even when you are considerate and generous, because there are some people who are just never satisfied and some people who send mixed messages (by faking orgasm or pretending to enjoy things they don't.)

I think the only real qualitative measure for a great lover is enthusiasm for pleasing your partner. Since every person is different, every partner is going to be different.
