I have a broader view - any form of genital penetration - oral, anal or vaginal is sex to me. I don't get the point of parsing 'sex'.
The only conceivable reason to even discuss this is the determination of when one has lost their virginity. Another issue of dubious dialog, even though I am fairly religious and conservative, the value of virginity is beyond me.

I also don't get the value that is placed on virginity. To me it seems to serve no purpose beyond a religious obsession with sexual purity and a persons desire to be the one that went there first. There will always be firsts, regardless of how much a partner has done before they were with you.

i consider it sex, but i think sex is personally defined. lots of people may not enjoy or want to have penetrative sex at all, and may therefore consider frotting to be sex for them, etc.
i definitely consider oral, fingering, and anything of a definitively sexual nature to be "sex".

I don't consider it sex, but a sexual act. I wouldn't consider one could "lose their virginity" this way. If someone said they had sex, I would probably disagree if fingering was the sole act.

I think the real question is, how do you define intercourse in general? Would it be the penis-in-the-vagina way, as everyone who answered "no" here states? If so, what about the people who were born with a congenital disorder and are missing the whole lower half of their body. Such a person would be unable to have intercourse the penis-in-the-vagina way, but there are other 'sexual acts' that they can do (such as fingering) for their partners. I guess what I'm trying to say is, saying "no, I don't believe fingering is considered intercourse" is invalidating people with certain conditions of having intercourse (which inhumanizes them). I'm not trying to be mean, but everyone needs to realize that there are many different types of people & sexualities in the world. We need to stop trying to rigidly define them.

I call intercourse sex mostly, and the rest sexual activity, but those are only my personal definitions. I would never argue with someone else if their definition is different than mine, because sex is a personal thing, and what activities you identify as sex can be different according to your experiences. I'm in a straight relationship primarily, so intercourse is penis-in-vagina for me, but in my gay relationship I guess I called everything sexual "sex", so it changes a little even with just me.
As far as people who say that fingering makes you just as "unpure" as sex does, I think purity is a wad anyway. XD
