Phthalate-free versus Non-phthalate

On Doc Johnson's website they have two icons for their dildos.
Some do not have any of the icons and some say "phthalate-free" whereas others say "non phthalate".

Does anybody know what the difference is?
Wouldn't a dildo with non phthalate automatically be phthalate free?

I tried to e-mail them but they have a lousy customer service!
