I'm wondering if anyone knows the measurements of these between the loops. I don't want them too wide then it pretty much defeats the purpose of a restraint lol

Airen's estimate is fairly accurate. It's well over a foot between your hands, and it certainly feels like too much distance for a restraint.
As for your question, yes, the smaller your wrist the longer the distance will be between the loops (though this is fairly negligible in my opinion). However there is not any way to lessen the gap without making the wrist loose, which was a major deal breaker for me on these restraints.
