I was wondering which kit would be better for beginner BDSM? My boyfriend and I are starting to experiment with BDSM and I was wondering which kit would be better to start us off, or if there is something you can recommend. And I really like the collar idea, but think it may be too much to start off with. Any advice would be appreciated.

Between those two, I'd go with the Sex and Mischief restraint kit. I am not a fan of metal handcuffs myself, so I may be biased, but I think they can get painful too easily to be a good starter toy. I'd go with something like the cuffs in the second set.
If you're interested in the whip that comes with the metal cuff kit more than the cuffs, you can always pick one out by itself.
I also recommend the elastabind kit they (Sex and Mischief) make - I just wrote a review of it.
As for the collar, if you're not sure you're ready you can always save it for later. You could also start by just wearing it around the house to get a feel for it before he puts a leash on it or even touches it. That way you can see how it feels before it's incorporated into play.

If it's your first one then I would suggest Sex and Mischief. I like mettle handcuffs now but I didn't like them much when I started. Though when you are ready to try start with fuzzy ones. I still LOVE fuzzy handcuffs and honestly use mine more then any other cuffs at this point but to get back to the original question, yeah, go with Sex and mischief for your first one.
However if you are looking for a more beginner collar and no mettle cuffs I would suggest Lover's prisoner kit (though it's out of stock right now) Lover's prisoner kit just sounds more like it has all the stuff you want.
