Do you have a riding crop? That's my partner and I's favorite BDSM type toy. We have the Fashionistas Riding Crop and we adore it! It can be used gently, or can give a nice sting!
Also, a good pair of cuffs would be great to get. These have great reviews and are in your budget. I'm not sure how you feel about leather though.
These are made of neoprene and are $20. They're good for beginners if you aren't sure how far you want to go into it, and they're softer than leather.
You could go a totally different route and try bondage rope.
There are so many options, many well within your price range! I would personally start with a crop and some cuffs if you don't already have them.

Have you considered looking into books first? This would be a MUCH more beneficial expenditure than toys with neither of you being very experienced. Look at books like The New Topping Book and The New Bottoming Book, SM 101, and Screw the Roses, Send Me the Thorns to start with. These are non fiction, educational, instructional books about BDSM play and the lifestyle. You can get some good basics and safety info and maybe some ideas of the possibilities! While BDSM equipment can indeed be expensive, there are certainly options for budget friendly toys or sometimes even some household items that work exceptionally well for kinky purposes and are cheap or you may already own them! For him, since you're trying to introduce him, a book called When Someone You Love is Kinky might be extremely helpful. Personally, i think this would be a much better use of your money and would be better for you and your partner in the long run. i think you'd be kinda jumping in the deep end to start investing in toys without a little education. You might also look for some munches or other local BDSM educational or BDSM events where you and your partner could get some good information and advice.
