You might want to consider reading some of the other reviews on this product, because they do address your question, but the basic gist is that a dual lock makes the cuffs difficult to pick open by the wearer, and also prevents accidental overtightening,

A dual lock is where once the initial lock is set, it can't be clicked in further. The first lock on a handcuff is typically the clicking most people associate with cuffs, where you can tighten them, but not loosen. The second lock ensures that it can't be tightened any further.
