Are you sure there isn't another reason? I'm not exactly sure the difference between the bottom's strap and a 'locking' collar so if it's that please explain.

The top one has three rings instead of one, and a way that you can lock it. A lot of people like the fact that you can lock the buckle--it makes it a little more heavy duty BDSM, and adds a layer of psychological excitement for sub/Dom roles if you can't take it off until your Dom unlocks you. The three rings make it more versatile too, because there are more ways you can tie someone up or to something.
I have the three ring locking collar, and I LOVE it. Seriously. It's fucking sexy as hell. The other one is fine too, but the design really is different.

I don't get why people are saying they are the same collar. If you simply look at them, you can see that they are different.

The locking one is clearly a better collar, with the ability to lock it and the multiple rings. I would have expected it to cost more than the other one.
BUT--for people who aren't into heavy bdsm, the simpler one will be just as fun for a lot less money. I don't think the locking collar is so much better that it should cost almost twice as much.

The locking collar does have more features, but the price increase seems steep to me too. Guess it depends on whether you want more options or more money left over!
