I see these toys as floggers myself, but the site labels them as whips. What do you consider them to be?

I would call them floggers. I believe that floggers are a subcategory of whips, though, so it is not technically incorrect to call them whips. It is just more precise to call them floggers.

The distinction between whips and floggers, as I understand it (learned from a professional craftsman of whips and floggers), is that whips have braided tails and floggers have flat tails. So I would judge each of these products seperately on that basis.

In all honesty, I didn't really know there was much of a difference. I thought floggers were more of the single flat leather "paddles" than anything else.
