OK, so first of all, you need a silicone plug with a loop. The one I got is not available here (I got it in a local store), but a Plug of Lust or Love Pacifier should do the trick.
Here's the one I used:
Then, you'll need a cat tail that also has a loop. You can get these in a set with ears or for a few bucks at most costume shops.
The great thing about this plug, is that you can separate the two pieces for cleaning, and if the tail gets nappy, you can toss it for a new one!
OK, so then you slip the loop of the tail through the loop of the plug:
And put the end of the tail through it's own loop:
Tah-Dah! And that's your plug! Take it apart for cleaning and storage. Use the plug on its own, no glue, no mess, no animals harmed! Though the fur will stick to the plug, but that's why we wash things before we use them.

The plug I have is called the Fuze Whirl, it's made by Happy Valley. I actually really like the ridges, it's a rather small plug, but the ridges help keep it in and feel really nice. I'm a fan of texture in general, though, so I don't know that I'd say it's great for everyone.
